Tonini toured portions of Eastern Ky., where heavy snowfall interrupted power, water services, and made roads  impassable, .  Kentucky Emergency Management, state and local officials and aid organizations setup up warming centers and shelters for the more than 107,000 households affected by the snowstorm.
